EU Extended Producer Responsibility (EPR) & Packaging Laws

Mastering German VerpackG (LUCID), French Loi AGEC, and dual-system recycling declarations.
⚖️ Statutory Authority: German Packaging Act (VerpackG) & French Environmental Code (Loi AGEC)

1. The Principle of Extended Producer Responsibility

Extended Producer Responsibility (EPR) is an environmental policy approach in which producers and online retailers bear legal and financial responsibility for the post-consumer lifecycle of the packaging materials they introduce into a country.

Under European law, even a small direct-to-consumer Shopify merchant in the United States shipping a single parcel to a customer in Berlin or Paris is classified as a 'Producer' of packaging waste.

2. Germany: VerpackG, ZSVR & LUCID Registration

The German Packaging Act (VerpackG) requires every commercial seller shipping goods to German private end-consumers to complete three mandatory steps:

⚠️ Selling goods to German end-users without a valid LUCID number triggers automatic sales bans and statutory administrative fines of up to €200,000 per violation.
  • 1. Register with the Central Agency Packaging Register (ZSVR) to obtain a public LUCID registration number (format: DE + 13 digits).
  • 2. Enter into a 'system participation agreement' with an authorized dual system (e.g., Lizenzero, BellandVision, Interseroh+) to pay recycling license fees for your packaging weight.
  • 3. Submit matching mass volume declarations to both the dual system and the ZSVR LUCID database.

3. France: Loi AGEC & ADEME UIN Numbers

In France, under the Anti-Waste and Circular Economy Law (Loi AGEC, Article L. 541-10), merchants must join an approved eco-organization (such as Citeo or Léko) and secure an official Unique Identification Number (UIN / Identifiant Unique) issued by ADEME (format: FR + 6 digits + _ + 2 digits + 4 letters).

Merchants must display this UIN in their store's General Terms of Sale, German Impressum, and order confirmations.

4. Calculating Packaging Fractions & Tare Weights

Declarations require exact kilogram breakdowns across designated material fractions: Paper/Cardboard (PPK), Plastics (polybags, bubble mailers), Glass, Aluminum, Ferrous metals, and Composite materials. Estimating weights by guesswork exposes sellers to audit reassessments and fines.

5. Streamlining Declarations with Domillio EPR Desk

Domillio EPR Desk maps your store's packaging box dimensions and mailer profiles to live Shopify fulfillment orders. As orders ship to Germany, France, or Austria, the desk calculates precise tare weights by material fraction, giving you 1-click XML declarations for ZSVR and CSV files for your dual system.

Automate This Regulation on Shopify

Automate packaging tare weight tracking across fulfilled EU orders. Validate German ZSVR LUCID and French ADEME UIN numbers, generate Dual System CSVs, and export XML mass declarations.
